Please take some time and consider the members of the Federation of Fly Fishers - Southern Council and their contributions to this council. Each year we ask for and process nominations to put forth to the members who will vote as a club for these nominated candidates.
Without nominations and votes, awards can not be given. There are a few nominations which have been sent in already. But there are many deserving members worthy of your consideration, so get to it!

Thanks to all the men and women of this great country — past, present and future — who have served, serve today or will serve to insure our freedoms. The members of the Southern Council extend their heartfelt gratitude and thanks for this honorable service.
On many occasions, Americans will remember our brothers and sisters, mothers and fathers, aunts and uncles, as well as friends and neighbors. Memorial Day is a day set aside nationally to do just that. Formerly known as Decoration Day, it was first instituted after the Civil War( or War Between the States.) Please take a moment of your time to reflect on your heritage, family and freedom. All of these are most precious things. Cherish and adore what has cost America so much. And may God continue to bless America!

This is a 4 person team event to showcase the skills of the fly fishers (co-ed = men and women) in a club. Each club should have a name and some “distinctive” outfit or apparel item. This is not your average somber fishing event. We expect cheering, laughing and hollering throughout this event. Cheering sections are encouraged. Multiple teams are allowed from each club, but there are NO “B” teams. Each team will represent its club. Teams combined from multiple clubs (such as a Southern Council Board or Guest Speakers Team) are allowed, but they have to fight it out over who gets the trophy. Dueling tungsten bead heads on an 8wt at 50 feet will be the decider. Visit the Conclave page for further details on the Fly Fishing X Games and the other events to come.

Mike George has won his third victory at the Mustad Scandanvian Open 2010 Category 9: Open Class with his latest submission "Mike's Improved Crawdad".
Mike continues to show the world how good he is. It is a honor to acknowledge him and recognize his outstanding abilities. He continues toward higher standards in his fly tying. We are proud, Mike, that you are an active part of the Federation of Fly Fishers - Southern Council.

The dedication ceremony of the Dry Run Creek Enhancement Project at Norfork National Fish Hatchery (NNFH) by the Friends of NNFH (FNNFH) was held on Saturday, April 10th. It was a beautiful day to celebrate the project's culmination for a treasured resource. A must see for all people near or far, regardless of the distance one would have to travel, it is well worth the journey.

Leon Alexander, Vice President, FNNFH, emceed the ceremony. Honored dignitaries/speakers included: Judge Joe Bodenhammer, Baxter County; Davy Wotton, President of FNNFH; Dave Whitlock, Project Designer/Artist/Fly Fisher/Legend; Director Teresa Marcs, Arkansas Department of Environmental Quality; Jon Casey, Norfork National Fish Hatchery Manager, US Fish and Wildlife; and Mark Oliver, Director, Arkansas Game and Fish Commission.

The following remarks were presented by Dave Whitlock:
"Dry Run Creek is an extremely unique stream. It has the potential of an environment which is perfect for trout. The other aspects of it are that it is so accessible to people to use - handicap persons, as well as youth and adults to learn and enjoy. What we have done for the past few months here makes me very proud because it's an exhibit on a trout stream that people can come to, see if they are not fishermen, participate in if they are fishermen at levels as a mentor or teacher, for their children or people who are very limited in their physical ability to come and access a wild fishery, to be able to come right to the water and be able to catch fish like people who are not handicapped.
"The creek itself has been enhanced in a number of ways. First of all, my biggest goal was to create a place that trout liked...a lot of trout liked! The way the trout move into this stream in large numbers, if they are stressed out without an environment of good habitat they won't stay there very long. My first goal was to create an environment that trout liked. And the second thing is a really safe environment for people to access, pretty to watch and see, and effective to fish for people under sixteen and for people who were basically handicapped.
"So the plan I drew up had [taken into account] those considerations, as well as the blessings of all the people who had used this creek, in one way or other, who had some invested interest in it. And I think we have accomplished that 100 percent!
"I would give this [project] a grade of A or A+. Every person that will go down there for the next fifty years or so, will walk away from there with their life changed. Any time you enter into some kind of experience, one way or other that experience has either has a negative or positive influence in your life. And there is no way you can walk down and experience this creek visually or physically and not have a positive experience. If nothing else, it will lower your blood pressure by 20 points. Unless you are like Davy Wotton and say 'Dang, I sure would like to fish that!'" Then I can't guarantee that kind of anxiety about seeing those kind of big fish would lower their blood pressure. But most people who would spend their day down there would be taken away of their cell phones, from their taxes, and from maybe, a Grritchy wife who is at home or whatever. 'I don't have a Grritchy wife at home! I want to add that too,' [Dave remarked jokingly.]
"We have other plans for the stream, before nature tries to return the stream to what it was at once. The plants will re-grow. A lot of the rocks will get beautiful mosses on them. But as we experience more floods and public use of it, we will see those spots where we will need to enhance a little bit more. It really is an easy job to do like someone said earlier, 'less than 5 percent of what needs to be done has already been done.'
"One of the things that I proposed last night in the meeting we had was one more way we could truly enhance the experience here, in my opinion, is to construct an underwater viewing station on this stream. One where you could go beneath the substrate of the stream and actually view the trout below the water level in a very comfortable, safe room area and watch those trout in their real world. What we normally see when we walk up and down a stream, even with polarized glasses on, you see the trout through a distorted mirror. You see their images but you don't see them plainly the way we look at each other here. A viewing station like that can be constructed relatively economically to enhance people's understanding of trout.
"The first time I ever went into a trout stream with a snorkel and a mask and fins, I was blown away so much it almost changed my career as an artist because at that point I decided to become an aquatic artist. It was like suddenly discovering Avatar. When you go under the water is as much difference as Avatar is to the Earth. It is a completely different world there. And to be able to have a young person or an adult see trout living in that beautiful water flow and how they react and stuff is awesome, it's even more inspiring than watching through the surface. So I proposed in the near future, that a facility like that be constructed. It is not the end of the world if we don't get it constructed but I tell you right now that it would be so impressive to the people who come here to visit - whether they fish or not. It would double the experience of the creek.
"Also I would like for everybody in North America and Europe to know about this place. Because they need to come here to see two things - 1. What a beautiful trout stream can be like' and 2. 'What a group of people that embrace something like this - what they can accomplish to create an exhibit that will enhance people's lives [at the moment and] for the rest of their lives. I am real tickled about it. I am real proud of you all and let us continue to get behind it.
"Every time you have an opportunity, bring someone down here and/or just come down here yourself and walk from one end of it to the other. It will make your day a lot better - whether it winter, spring, summer or fall. It is a wonderful area to behold!"

Dry Run Creek - Overview of the Rules.

Shawn Gott coaches 9-year old Nathan Gott in the basic techniques of fly fishing
on Dry Run Creek. The Gott family is from Jonesboro, AR and are members
of the Northeast Arkansas Fly Fishers.

Rock lined trail and stone bridge will prevent soil erosion caused by
foot traffic from the hundreds of expected visitors at Dry Run Creek
for many decades to come.

Dear FFF Southern Council member,
The Spring issue of The Watermark, the newsletter of the South Eastern Council is available for your brief enjoyment. I say brief because the content is slim but important. It's all about the SEC's upcoming Fly Fishing Show & Conclave at Unicoi State Park Resort in Helen, Georgia on June 4th & 5th. The latest schedule of events and latest registration form is included as well as a short biography on all the fly tyers currently signed up to demonstrate their skills at the show.
The content is slim because our regular editor has a family emergency so I cobbled together what I could and created this "skinny" issue. I promise, Jody will be back with the next issue.
We hope some of you can make it to the Fly Fishing Show and Conclave in June.

The Friends of the Norfork National Fish Hatchery in conjunction with the Norfork National Fish Hatchery are pleased to announce that the newly constructed Boardwalk on Dry Run Creek adjacent to the Hatchery will be opening to the public on March 13, 2010. There will be a short ceremony beginning at 11:00 am followed by the official opening of the Boardwalk to the public. Commemorative pins will be given to all those that attend on opening day along with refreshments.
The Boardwalk has four fishing platforms allowing for more fishing locations and improved landing and releasing of the many large trophy trout that live in the creek. There is also a lower observation area and an elevated observation deck with ample seating for those that would just like to come and view the fishing and enjoy the magical environment of Dry Run Creek.
The Boardwalk was established to accommodate youth fishers and mobility-impaired adults and to expand access to the general public. With this mind, The Friends of the Norfork National Fish Hatchery is opening the Boardwalk to the youth groups and the mobility-impaired adults first. We want them to be the first to enjoy the creek as never before. If you are associated with a youth group or mobility-impaired adults and would like to be a part of the opening, please be sure and attend. The Big Horn River Alliance and Federation of Fly Fishers will be sponsoring and producing Big Horn Youth Adventure 2010
The dates for 2010 will be June 24 through 27 with a travel day before and after. This Adventure will include four days of guided fishing with experienced, professional Big Horn River guides and four two-hour sessions at the tying vise being taught by professional fly tiers. We are expanding the program to include more evening activities such as 'You-row-it Carp Tourney', Casting Games, Fly Tying Games and other activities.
All FFF clubs and councils are more than welcome to encourage applications from young fly fishers.
Applicant Requirements: Any youth, male or female, ages 14 thru 18. All applicants must: 'KIND OF' know how to fly fish and 'KIND OF' know how to tie flies. We are seeking youngsters who wnat to experience the joy of a 'big time' fly fishing adventure and are willing to return home to mentor other young people and encourage others to take part in the great activity of fly fishing. All meals, lodging, airport shuttles and transportation directly to Fort Smith must be secured by the participant's parents, guardian or fly fishing club.

Conservation Efforts
Conservation Concerns by Paul Goodwin, VP Conservation have been added along with photos to the Conservation section. He has outlined several conservation topics which include endorsement of FFF national conservation funding for Lower Mountain Fork River Foundation (LMFRF) restoration project, Southwest Missouri Fly Fishers' Crane Creek erosion controls, as well as national conservation legislation.
You will find a "Thank You!" letter from Dr. Patrick Waters, board member, Lower Mountain Fork River Foundation.
2010 Budget Actions: Paul Goodwin said he had a request from the Lower Mountain Fork River Foundation for $1000. The 2010 Southern Council budget contained a line item for $2,500 for Conservation issues. A vote was taken and passed unanimously to provide this grant. (PLEASE NOTE: $1,500 remains to be used on other conservation projects.)

Very pleased with the outcome, and it definitely shows we can pull off a bigger event. Our friend and fellow
fly fisher's medical condition is not improving. The doctors have
discovered more lesions in his brain and are removing him from his
chemo regime. Although our lives seem never ending, there comes a time
- sooner for some and later for others - that it draws
to a conclusion. And sadly, this appears true for Al in the months
ahead. It is my prayer that Al can maintain his gracious attitude and
quality of life while finding peace in his remaining days, even enjoy
his life sport of fly fishing.
If
you were present at the 2009 Conclave, you are aware that Al was
inducted as a Legend of the Southern Council. For many of us, it is
hard to see our friend slip away from us. But it is not too late to let
Al know how much he is appreciated and cared about among the Southern
Council. So help us shower Al with cards, letters and messages that can

ADEQ Hearing and Comment Deadline December 3rd:
3 Million Gallon Frac-Sand Pond
...plant to discharge 35,000 to 45,000 gallons of water per day into pond
ADEQ will hold a public hearing (see right panel) regarding an application to construct a large wastewater sedimentation & discharge pond in northern Arkansas. The pond will be associated with a frac-sand processing facility and its associated quarrying operations.
There are many watershed issues involved here, and Friends asks its members to become involved to protect both our watershed and its underlying aquifer.
Friends of the Norfork and White Rivers urge you to either attend the public hearing, or comment to ADEQ, or both.
Summary of Issues
Size and volume for wastewater sedimentation pond
— The pond’s stated volume is up to 3 million gallons of wastewater; the mine will reclaim a portion of this water for operations.
Discharge to tributary of Lafferty Creek
— Will any water be discharged into Lafferty Creek? What will be the effect? They say they are going to re-use all water in the pond.
Pond holding capacity
— The design is based on a 10-year, 24 hour storm event for pond holding design; However, in the last 25 years we’ve experienced many events which exceed this criteria. ADEQ should examine the proposed size from this viewpoint.
Stormwater erosion
— The clearing of land for the facility may exacerbate the stormwater runoff into Lafferty Creek, and could possibly result in abnormal bank erosion rates
Water aquifer depletion?
— The water source is to be a private well. At 45,000 gpd, will this further deplete the aquifer?
Safety of chemicals to be used in sand processing
— It is crucial that ADEQ have regulations in place assuring safe discharge of processing chemicals, when discharged into Arkansas waters.
Assurance of pond’s stability
— ADEQ should thoroughly examine measures to assure the pond will not leak.
— How long will the liner last?
— What will be the consequences if it leaks?
— How will monitoring be done, and who will be held accountable?
— Could leaks damage local wells, or pollute the aquifer?
Reclamation responsibility
— ADEQ should establish in advance who is responsible for chemical clean-up of sedimentation pond after project abandonment
— What happens and who is responsible if Lafferty Creek suffers environmental damage as a result of discharges from this sand processing facility?
Monitoring of pond discharge
— The application states there is no plan to monitor the discharge. This is inadequate; ADEQ must require a detailed and specific monitoring plan, and must enforce that plan.
The hearing will be at 6 p.m. at the Mt. Pleasant Community Center, 569 Main street in Mt. Pleasant.
If you cannot do so, we urge you to submit written comments via letter or email prior to 4:30 pm December 3.

The Southern Council of the Federation of Fly Fishers wishes to thank Larry Babin along with Bob and Debi Cooke of Blue Ribbon Fly Shop for the great 2009 Southern Council Conclave held this past week.
A lot of people and businesses in the Mountian Home area have been good to the Southern Council over the past 38+ years and I wish to say thank each one. We have enjoyed the hospitality and helpfulness each year.

Want to turn this into an iPhone App? It is relatively simple. First you must, however, have an iPhone to do it. Launch Safari and type in the URL which is: http://www.southerncouncilfff.org/mobile/index.html. Once the mobile home page appears in the browser, touch the plus sign (+) at the bottom of your iPhone window. And select "Save to Home Screen". An iPhone App button will appear on your iPhone. Interested in the New Communication Tool?
As was mentioned in the last issue of the Long Casts, the Southern Council will be implementing a new method of communications. If you are interested, you will find below an online entry point for registering to receive the newest Southern Council communication tool. Once you enter your valid email address and click GO, you will be directed to Southern Council's Constant Contact sign-up site. Look for the Southern Council logo. Complete the online form to enter your profile information.
It is important that you provide information for all required fields, also your FFF member number and FFF club name. If you are not a current FFF member, then please use 99999 as the member number and if you are not affiliated with a club then use NONE for the FFF club name.
Once you have entered the profile information, you will be receive a confirmation email. It is important that you reply to the confirmation email. This establishes you as a bonafide subscriber. Otherwise, you will not receive communications from the Southern Council.
At a later date, this form will be removed from the home page. But you will always be able to use the one located under the events menu to the right. Contact your friends and fly fishers you know, tell them about the new feature and get them to sign up as well.
You have the opportunity to opt-out at any point. You simply unsubscribe to the email you received from the Southern Council when you decide to opt-out of receiving Southern Council communications.
You also have the responsibility to update your email address in order to continue receiving the Southern Council communications. If you don't, how are we to know you are not still receiving them? Help us out and keep your email information current and up-to-date.

Dave has graciously donated a day of fly fishing for one person with himself on one of his favorite streams on or near his ranch in Welling, Oklahoma. If you have ever dreamed of fly fishing with a legend, here is the chance of a lifetime!
Check out the auction details here. Once you are ready and have determined what your bid amount is going to be, complete the online form and submit your bid. The winning bidder must use the day's event between March, 2010 and October, 2010. Bidding closes Saturday, October 3, 2009 at 12 noon.

Paper bids will be available at the 2009 Conclave for those without internet access. This is a silent and closed bid process. No one will know who the winning bidder is until bidding closes. The winner will be announced during the Saturday evening event at 2009 Conclave in Mountain Home, Arkansas.
The winner will be personally notified by Michael Ames, President, Southern Council, if not present. Posting of the winning bidder's name will be added to the Southern Council's Web site following the 2009 Conclave. Payment for the auction item can be made by credit card, cashier's check or money order and must be completed within one week of the winning bidder's announcement.

Due to the amendments, which passed earlier this year, our Policies and Procedures no longer allow proxy voting. To accommodate members of the FFF Southern Council that will not be able to attend our General Board Meeting on Sunday, October 4, 2009 in Mountain Home, AR, we will be offering this absentee ballot for their convenience. They may cast their vote via email or US Post. Absentee ballots will be accepted between September 15 2009 and September 27, 2009.

Reel Recovery comes to Flippin, AR
Jefferson City, MO — Last evening, September 8, I had the pleasure of listening to Ken Richards, AR Coordinator, discuss what Reel Recovery is all about. A program designed to aid in the healing of men battling cancer - physically, mentally and spiritually. The ravages of cancer and the drugs used to fight it do take a toll on the body. The mind needs refreshment and the ability to regenerate an inner peace. Reel Recovery offers that opportunity in Arkansas on October 23-25, 2009 at Cedarwood Lodge on the White River.
Ken provided an overview of what is involved with Reel Recovery and especially his personal effort in establishing a regional program for Arkansas, Missouri and Tennessee. It is touching to see a man like Ken, himself a cancer survivor, reach out and help in the healing process of other men. I admire Ken's efforts this past spring floating the Buffalo and King's Rivers in order to raise funds and awareness. In 2010, Ken is planning to row his drift boat the entire 400-mile stretch of the Arkansas River within the state of Arkansas boundaries. He will be looking for support and folks to accompany him on parts and portions of the river making it a region effort.
Fly fishers and tyers are encouraged to send flies, tippet, line, and other accoutrements. Even cash donations are encouraged. Got time to become a fishing buddy and actually help a participant on the river, here's an opportunity. Looking to purchase a new fly rod or reel, consider Rick Pope's TFO equipment and see $100 go directly toward Reel Recovery efforts. Ken pointed out that each participant must have written permission from his doctor in order to attend. All you and I need is to open our heart and make a committment. Your efforts will be rewarding and uplifting. Any gender is welcome to get involved and there are no restrictions for opening your heart.
"REEL RECOVERY is a national non-profit organization that conducts fly-fishing retreats for men recovering from cancer. Their purpose is to help men in the recovery process by sharing with them the healing powers of the sport of fly-fishing, while providing a safe, supportive environment to explore their personal experiences with cancer, with others who share their stories. Retreats are offered at no cost to the participants and are led by professional facilitators and expert fly-fishing instructors. Reel Recovery provides all meals, lodging and fly-fishing equipment, and no previous fishing experience is required. Mike George Wins Again in 2009

Congratulations are again extended to Mike George, Olathe, KS for winning the Open Category the 2009 Mustad Scandinavian Open Fly Tying Competition. His entry entitled "Mike's Improved Shrimp" won first place.
Rules: The open class is for flies that do not fit in any of the other categories. Flies like deerhair mouse, double-hooked salmon- and seatrout-flies, tubeflies, poppers, etc. belongs in this category. Hook: Mustad. A written pattern description must follow the fly. CITES-export-permit if needed.

2009 Southern Council Award Nominations
Each club president and Southern Council officer/director is expected to cast a ballot for the 2009 Southern Council Award Nominations. A ballot can be cast by completing the online form, downloading a Microsoft Word or Adobe Acrobat ballot and mailing it back to our Managing Directors by Friday, September 4, 2009. Only one vote allowed per club, all others will be discarded. Please take a few minutes and review the criteria for the award, past winners and, of course, this year's nominations. The 2009 Southern Council Conclave issue of the Long Casts is now available online. The online version has color graphics and photos included that you will not find in the print version. A one-color press-ready layout will be going to our printer soon. Get an advanced look at the 2009 Conclave events and schedule by downloading the V28N2 newsletter [PDF] (file size = 1.15 Mb).
The 2009 Conclave's Featured Fly Fishers are Bob Clouser, Captain Conway Bowman and Stacy Lynn. Take a few minutes to read the bio information and workshop details planned for this year's Conclave. Continuing education is planned to enhance the skills of Certified Casting Instructors. Several casting, tying and fishing workshops are available to improve your skills regardless of your experience level - beginner, intermediate or expert.
Use the Pre-Registration form inside the newsletter to make known your preferred choices. Send your completed pre-registration and payment to the Managing Directors before September 15th deadline. After that date fees will be increased. Early registration is a great way to get the workshops you really would like to attend.
Updates and last minute changes will be made available here first on this Web site. Any new information will be made available will be found in the 2009 Conclave section.

Last Chance to cast your FFF National ballot!
THe election of national officers and board of directors is being conducted currently. You simply need to be a FFF member, fill out a downloadable form from FFF Web site, and mail it to FFF headquarters. The deadline for voting and mailing in your ballot is Tuesday, July 28, 2009. So cast your vote today!
Southern Council members included on the ballot are Michael Kyle, Sheryl Knight, and former president Roger Maler (now a resident of Florida) among other names you may already know.
Keeping Current with National and Regional Organizations
When the current events of national and regional organizations are broadcast it is not always a simple task to keep up. Either the media changes, timing is faster than expected, or you simply forget about staying in touch. But keeping up is really important when it comes to issues that affect our chosen life sport.
More and more organizations are turning to the electronic media to dissemminate their newsworthy information. How you acquire it is often undiscovered but is truly a relatively simple process. Subscriptions to mailing lists are often the prescribed method being used by organizations. Some distribute hyperlinks so that you can go directly to the news source. Listed below are a couple of examples so that you can stay informed.

Friends of the North Fork and White Rivers - Updates
Friends of the North Fork and White Rivers, an Arkansas non-profit organization -- 501(c)(3) -- is devoted to creating an ongoing dialogue where individuals, groups, and government agencies can work together to conserve, restore and enhance these beautiful rivers. Their Web site's URL is: www.friendsoftherivers.org. They publish a bi-monthly newsletter which can be found in their News section. When you have an opportunity, check them out.

Yes, even our twenty-eight year old quarterly newsletter, Long Casts is in need of an less expensive method of delivery. A large percentage of our current budget goes toward the printing and distrubution of our newsletter. Production cost and postage costs have risen while the size of the newsletter has decresased. Since I took on the responsibility for producing this newsletter, it has been available online as a downloadable PDF. Some consider it to be a better resource since the publication is produced as a full-color version and downgraded for printing purposes to grayscale photos with black ink printing. The time is coming at the end of this year to make a switch to a less costly delivery method.
Will this future change upset the apple cart? Probably so, a few are always disgruntled with change. And not being able to have home delivery of their beloved newsletter might be a cause for other considerations to be made, especially if the member does not have internet or email access. But many have expressed a desire to save funds and channel them toward other worthwhile efforts that fulfill and could even enhance the goals and mission of the Federation of Fly Fishers - Southern Council.
Make your voice known by visiting the Forum to express your opinion. Please remember that we are a volunteer organization and we must be good stewards of any funds we have been charged to manage.

"Minimum Flow" Crosses First Hurdle
Members urged to write Congressional Delegation regarding required funding.
The U.S. Army Corps of Engineers just completed a huge step toward making into reality the "Minimum Flow" projects on the North Fork and White River tailwaters. By signing the "Record of Decision" on Friday, January 16, the Corps officially opened the doorway to the two projects.

Condolences extended to Eck family!
“Leo Edward Eck, 72, of Jacksonville died March 1. He was born Oct. 8, 1936 in Otwell, Ind., to the late Arthur Edward and Mary Lou Preston Eck. Mr. Eck served his country in the Air Force and retired as a chief master sergeant after 26 years. He was also an avid fisherman and enjoyed crafting bamboo rods. In addition to his parents, he was preceded in death by his daughter, Judy Rutherford; a sister, Rose Severson and a brother, Barry Eck.

Mr. Eck is survived by his wife, Maureen Eck of Jacksonville; a son, Dale Eck of Colorado; two brothers, Anthony Eck of Arizona, and Gary Eck of Indiana. Also surviving him are three grandchildren, Desirae Davidson, Eric Magoon and Keith Magoon, as well as two great-grandchildren, Christopher and Kiera Davidson.
Graveside services will be 2 p.m. Friday, March 6 at Arkansas State Veteran’s Cemetery in North Little Rock. In lieu of flowers, memorials may be made to the Humane Society of Pulaski County, 14600 Colonel Glenn Road., Little Rock, Ark. 72210, 501-227-6166.” - www.arkansasleader.com
Associated with the Arkansas Fly Fishers for many years, Leo was considered an inspiration/mentor too many. He was instrumental to the AFF and a big part of its history. His love for building bamboo fly rods reached legend status with numerous donations to club events and time to club members. On behalf of the Arkansas Fly Fishers we would like to send our condolences to Leo’s family, you are all in our thoughts and prayers. Leo was a good friend to AFF, a wonderful person, and will be sadly missed by all.

As you are probably aware, the Bristol Bay region of Alaska is facing enormous threat from proposals to develop the Pebble Mine on state lands north of Lake Iliamna. What you may not be aware of is that the federal Bureau of Land Management is poised to remove restrictions on mining development on roughly 2 million acres of lands under its management in the Bristol Bay and Goodnews Bay areas.

Cameron Bolera, son of Tony Bolera, caught my interest because he was the youngest fly tyer present. Several members, including myself, are concerned about the presence or lack thereof of the younger members. In order to avoid seeing a predominantly gray-haired audience, let's all strive to get involved with young men and women. Let's instill in them the love we have for a particular area of interest within fly fishing, tying or casting. Let's resolve to make a concerted effort to invite and/or bring young folks to the 2009 Conclave, as well as your own club outings or meetings. Without involving members from within the younger generations we can NOT build, sustain and strengthen the Southern Council.

We need more participation next year, believe it or not at the FFF-SOC Conclave we had no entries for Freshwater Fish of North America and several categories had only one or two entries. Get those cameras out and start taking pictures now for next year!
2008 Southern Council Award Ballots
The time has come for each club president for their club and Southern Council officer to cast a single ballot for the 2008 Southern Council Awards. Please take some time and review each nominee carefully on the following page: 2008 Southern Council Award Nominees. Review the criteria of the awards found on the Awards page of this Web site to determine if each nominee is a true match.
Once you have reviewed the nominees, cast your ballot by one of three methods. You can download a Microsoft Word document ballot, an Adobe Acrobat PDF ballot or you can use the online ballot. The email submitted from the online ballot will go directly to Leon Alexander, Southern Council Treasurer for tabulation. He will be assisted by another designated member since he is a nominee himself.

Subject: Boy Scouts of America (BSA)
The Federation has recently entered into a formal memorandum of understanding (MOU) with the BSA. The Scouts have also provided us with a manual to help us understand their structure and to facilitate our working together at all levels of their organization. This office will send a copy to each council for copying and distribution. If you are not part of a council, please send your requests for a copy directly to Livingston.
At the time of signing the BSA announced a commitment by their Venture Scouts (ages 14-20) to perform ONE MILLION HOURS of work to improve American’s waterways during 2009. So here is an open invitation to set-up joint programs with the BSA. For instance, an adopt-a-stream program in your area would be a great place to start.

Duane and Marlene Hada Fund Raiser
Duane Hada is a well known and respected local guide and outdoor artist. His wife Marlene is a school teacher and talented fly fisher in her own right. They have a precious daughter, McKenzie. I have personally known them for over twenty years. Their art gallery is four blocks from my home in down town Cotter. They are loving and generous people. I have not attended any fly fishing related fundraiser (such as Hooked on a Cure, Casting for Recovery, Southern Council Conclave or Sowbug Roundup) in the past two decades that did not include a Duane Hada print or donated guide trip in its auction. Duane has also shared his artistic gifts with others in the community. Whether it was designing the logo on the police cars in Cotter or teaching art at ASU to name a few, Duane was there.
This past year Marlene was severely stricken with advanced breast cancer. The treatment which included radical surgery, chemo therapy and radiation has left the family physically exhausted and financially strapped. The fly fishing community is now banding together to help one of its own. There is a grass roots organization of his many friends and colleagues that is developing a fund raiser to help provide some much needed monetary relief for Duane and Marlene. They are putting together a raffle of epic proportions. Read the remainder of John Berry's article...

The Environmental Council of the States has a collection of data, prepared reports and publications on state environmental contributions. Review the information found on their Web site if you are curious about the resources covered and efforts are being made in your state. You will find specific links to your state and its steward agencies, all with ample details.

Project Healing Waters - Adaptive Casting Challenge
Several FFF members from Arkansas, Missouri and Oklahoma including a few Certified Casting Instructors, a Master Casting Instructor, and a seminar instructor from Colorado converged on Springfield's Bass Pro Headquarters to participate in the first Adaptive Casting Challenge for the Project Healing Waters of the Ozarks. Baxter County Quorum Court Turns Down Development Standards
The Baxter Bulletin reported on Wednesday, October 4, 2007 that the ordinance to establish minimum standards for development projects was voted down 8-3. These planning standards were felt by supporters to be a step in a sound environmental direction. Critics claim the ordinance was a strong reaction to one developer's problems.
Read what the Baxter County newspaper reported and weigh in with your own opinions. Gather your neighbors and friends and make your concerns known. Whether you side with the proponents or supporters, make sure that your influence toward improving the stewardship of local officials holds them to a higher standard than current practice shows.

Welcome Fly Fishers to the 2007 Southern Council Conclave in Mountain Home, Arkansas.
Many motel rooms, camping sites, lodges and other places are beginning to fill up with fly fishers and guests in anticipation of the 2007 Southern Council Conclave opening day's events. Thursday will contain some awesome workshops. Registration desk opens at 8:00 a.m. in Ramada Inn.
Rise early, get a good breakfast, drink a morning cup of coffee and greet the day with joy. It's Conclave time again! Take every opportunity to visit and get to know your fellow fly fishers. See you somewhere around during the Conclave.

YOU DON'T WANT TO MISS WHAT IS STACKING UP TO BE A GREAT TIME!
Bruce Richards, Fly Rod and Reel magazine's Man of the Year will be on tap to dispel any myths that have cropped up since "A River Runs Through It" came out. Bruce knows a thing or two about casting and the technical aspects of fly fishing. There will even be a casting demonstration with both Bruce and Mark Sedotti showing their prowess, which is free to conclave attendees. Want to see someone shoot 100' of line with an 8" streamer? Come to Conclave! It'll be fun!!!
Speaking of fun, the Jerry Clark casting games will give you a chance to try your own hand at casting with some interesting challenges for all ages and skill levels. There will be 3 free programs each day during lunch, which we have affectionately dubbed the "Brown Bag" series of programs. An upscale brown bag lunch will be available for purchase so that you can grab a quick lunch and enjoy the free programs like "Fly Fishing Mongolia" or "Texoma on the Fly" at your leisure.
Once you get there you won't want to leave!! Numerous raffles will occur throughout the day for some awesome prizes. There is an entire exhibition hall full of vendors who have the latest and greatest fly fishing stuff and we all know how we feel about fly fishing stuff, right? Some of the best fly tiers to be found have come from far and wide to demonstrate and share their skills. In addition, there are fly tying and casting classes available for all skill levels. You can even sign up for a free individual coach! Maybe you need a class to hone your nymphing skills. We have it! Or maybe your presentation is lacking. We have it! We also have numerous classes that will allow you to take a skill back to your home waters and utilize them to improve your club and your fisheries!
The photo contest for this year's conclave will be run in the same fashion as in previous years but with a twist! There will be two areas that you can choose from but will be judged together. First, we are looking for some unusual and interesting photos of your club in the act of interacting with kids in a way that promotes our restoration/conservation/education theme. Secondly, we are looking for photos of your club involved in a conservation-based activity such as building habitat. These don't have to be big projects. We are looking for quality pictures of your club in action. The prize for the winner is an awesome print donated by Dave Whitlock! A prize worth stretching your zoom lens for!!!
A special surprise for 5 lucky individuals is waiting at the boat ramp this year at conclave! We have arranged half-day float/fishing trips with Bruce Richards, Mark Sedotti, Dave Whitlock, Julie Meissner and Ken Iwamasa. Expert local guides that know the waters to be fished like the back of their hand will guide them. Some of the guides include John Wilson and Davy Wotton. It looks to be a memorable conclave for some lucky bidder. More information regarding the trips will be made available on the Southern Council website.

FFF Partners with Bass Pro
Livingston, Montana - As you know FFF is committed as a partner with Bass Pro to educate fly fishers. In a nut shell, they do the promotion and provide the teaching venue in their store. We give them an FFF membership for the fly fishing managers, instructor(s), and provide a special $15 one year membership for the students.
Each Southern Council club will need to match themselves with a local store and designate a club member as the liaison between the club and the store. That individual and the local store fishing manager will work out details for specific schedules and curriculum. You may wish to add fly tying, casting etc. etc. or add classes with particular relevance to the local area. Whatever subject you teach please use our FFF manual format so that the student is able to have a take away.
Special $15 membership applications (regular applications are fine) sent to Livingston in batches to avoid confusion at this end.
This is a wonderful opportunity to partner with one of the countries premier outdoor retailers for the benefit of all concerned. Please give this project your most serious attention.

Casting Board of Governor's Meeting Highlights
Joan Wulff and Al Kyte retired from the board. Bob Middo, Chris King, will replace them on the CBOG board. Joining the CGOB is Lasse Karlsson of Europe. (He couldn't make it to the Conclave in time for the Board meeting.) There is a major change in that Tom Jindra stepped down as Chairman of the CBOG. In his place will be Bruce Richards as chairman of the Casting Board of Governors. More info.

Leon Alexander - 2007 Water Conservationist of the Year
LITTLE ROCK, AR - A high honor and award has been bestowed to Leon Alexander of Norfork, Arkansas. His actions, efforts and willingness to step forward to lead an effort toward curtailing the Norfork Overlook Estates erosion and runoff are the basis for this special consideration. Leon is currently the Federation of Fly Fishers - Southern Council's Treasurer.
"I'm writing to congratulate you on your award from the Arkansas Wildlife Federation (AWF) as the 2007 Water Conservationist of the Year!" says Fred Wiseman, AWF Board. "This award is AWF's way of recognizing those volunteers throughout the state who make significant contributions to keeping Arkansas the Natural State. The AWF is recognizing your 2 years of work to stop the damage to the Norfork River from Overlook Estates. Your award includes 2 free tickets to the banquet and event. This year's award banquet, our 70th, where you and our other award winners will be honored, will take place Thursday, August 9 at the Crown Plaza hotel in Little Rock. The program begins with cocktails at 6pm and dinner at 7pm, tickets are $35 each and available from the AWF offices in

Mike George wins 2007 Mustad Scandinavian Open Fly Tying Competition
Four consecutive years, Mike George of Olathe, KS has won the Mustad Scandinavian Open Fly Tying Competition. His 2007 entry entitled "Freedom" (shown left) garnered another honor for the master fly tyer. Mike has been active in the Federation of Fly Fishers - Southern Council for several years.
