THE SOUTHERN COUNCIL of the FEDERATION OF FLY FISHERS
Cast an absentee ballot in the event you are not able to attend the 2009 General Meeting on October 4, 2009. Absentee voting is available beginning September 15, 2009 and ending September 27, 2009.
Per the newly adopted provisions under the POLICY & PROCEDURES MANUAL {Section IV: Special Configuration of Election Procedures for Executive Committee} And in keeping with {S.O.C. By-Laws: Article VI – Board of Directors (Replacements)
Basically this is to provide a provision to not have a majority of the Executive positions out of office at any one time. When this occurs it leaves a void of experience and knowledge of how the basics of the Federation of Fly Fishers and moreover how the Southern Council works. For this reason the re-alignment of the positions is provided as to keep all positions covered and only 1/3 of the body up for election at any one given year. This is strictly a procedural issue and if you wish to review the complete article, it is attached with this message.
Also there are Executive Board Members added to the body, this is in keeping with the previous By-Laws of the Southern Council. This has not been accomplished in the past and allows us to bring the Board up to its’ full number and allows all sections of the Council which have the same representation as others.
IV. Special configuration of Election Procedures for Executive Board
In a effort to eliminate, as much as possible, the continued problem of individuals approaching the end of the time of their elected position - and one fourth, one half or even all of the members being replaced - has caused a problem in the past as to “Pass On” instructions and the continuity of the workings of the Executive Committee.
With this in mind we are making an exception to the normal election terms of the individuals to alleviate this issue. The Elections will be broken down to one third 1/3 of the Board positions up for election during a three year time element. After this action, t style="margin:0 36px;"he fourth year the board should be in such a configuration that only 1/3 of the Executive Committee members will be replaced.
This will allow the Executive Committee to have the experience and personal to allow the Council to continue with the needed information, logistical knowledge and applied experience to keep the Council moving without interruption for the benefit of the entire body.
During the first year of the “Phased Elections” the following Board positions will be up for election for a two-year term. This change in the Election Process will begin as of the October 2009 elections.
President and Vice President of Education are coming up one year early and two newly added board positions are on the ballot. Past President will remain the same.
During the second year of the “Phased Elections” Vice President of Conservation, Executive Vice President, Outreach Chair, and two Board Members positions will be up for election for a two-year term.
To accommodate the change the offices of Vice President of Development, Vice President of Communications, Treasurer and two Board members were extended to a three year term and will be elected to a two year term in the final phase.
"Any vacancy in the Council Board caused by death, resignation, removal, increase of number of Directors, or any other cause, shall be filled by appointment from the President with the Advice and Consent of the Council Board for the unexpired portion of the term."
